All States have invoked the Tenth Amendment. That means, they are willing and ready to assume all the functions of the Federal government in order to prevent one little ripple of damage from happening in the event that people like Obama did this very thing.
I will say that we get a lot better services from local government than from the Federal Government. Maybe Obama will prove how stupid he is more ways than just tombstone voting!
